Winnera does not require new characters to start in Dawnport. Direct City Start is a small legacy safety net: if a brand-new character's town is still Dawnport (or the Dawnport Tutorial), it relocates them to Thais on their very first login only.

Starting equipment is unrelated to this system: every new character receives a full starter kit for their vocation (Sorcerer, Druid, Paladin, Knight, or Monk) regardless of which town they start in.
